Antique Chinese hand painted  matchstick holder. 
With a hand painted dragon design, and a chi brown lacquered finish. 
In quite poor condition. Lots of chips when the lacquer has come away from the joints. 
Having said that, the painting is intact, and structurally it’s sound. Possibly a restoration project?
